Legal Guarantees for Environmental Protection from Risks in Libyan Legislation

Abstract

 Developed countries in general and developing countries in particular suffer from problems of environmental risks resulting from the interactions of factories and power generation plants, not to mention the mismanagement of natural resources, which negatively affects the environmental system. The dangers that our dear country is witnessing today are the best proof, and this is embodied in the tampering in the eyes. Natural areas and valleys by placing stones and human waste in them. Looking at the system> The environment is an integral part of the comprehensive security system, given that each of them affects and is affected by the other. Preparing for it is done by studying indicators and standards that will explain and control the reality of environmental danger in our dear country. To achieve the success of the executive authorities concerned with the Libyan state, there must be flexible legal guarantees. It is enacted by legislative authorities and implemented by executive authorities, and works to ensure that judiciaml authorities devote it to protecting the environment from risks caused by human action. Therefore, in this research paper, we will discuss the legal protections concerned with containing the environmental risks that we witness today. The importance of the subject of the study is highlighted in explaining the legal guarantees concerned with protecting the environment from environmental risks and the mechanism for containing them. The problem of this paper lies in assessing the reality of legal guarantees in light of the environmental risks that threaten the environmental system, air, land and sea, and the extent of the flexibility of the legislation enacted by the Libyan legislator to protect the environment from risks.
